Judd Campbell is a CPA known for his professional achievements and leadership. His wife Robin is a 3rd generation Midlander. As a father of six children and a Permian Basin resident of 17 years, Judd is committed to serving Midland taxpayers.
Judd is deeply engaged in community service. He currently serves on the Board of St. Ann’s Catholic School. He chaired the Odessa Chamber of Commerce Board of Directors from 2023 to 2024, leading efforts to enhance Odessa’s economic vitality. He has served on the Board of Directors of the Permian Basin Rehab Center and High Sky Children’s Ranch. He is a past Grand Knight of The Knights of Columbus, and was recognized in the inaugural Odessa Under 40 class.
Judd has worked to educate Midlanders about the proper financial practices of local government, using his expertise as an accountant. He spoke on KWEL, KCRS, and to local clubs ahead of the May 2025 Special Bond Election. Due to reckless spending and a lack of meaningful oversight exhibited by current city leadership, Judd believes that running for Mayor of Midland is his moral obligation.
Judd Campbell puts the taxpayers first. He is not controlled by outside consultants, contractors, developers, donors, or multinational corporations.
As Mayor of Midland, Judd will address the high tax burden, ballooning city debt, and government expansion into private enterprise. We are counting on your vote to restore common sense to our local government.
Since 2023, city officials have warned the City Council that annual road maintenance requires about $34 million due to long-term neglect. However, the city allocated only $9.2 million for the upcoming fiscal year, up slightly from $8 million the previous year. Meanwhile, the city increased funding for less important priorities, including hiring 71 full-time support staff and granting decades-long tax rebates to projects like Costco and the Omni Hotel, diverting potential road maintenance funds.
Midland's city debt is claimed to be ~$1 billion with interest, with a 30% budget increase since 2022 against a ~10% population rise. Annual debt service is stated at $36 million. Given the volatile economy, Midlanders know careful spending is essential. Unlike Mayor Lori Blong, candidate Judd Campbell's accounting expertise ensures responsible financial decisions.
When is the last time your tax bill went down? The current leadership brags about the tax rate decreasing but your tax bill is still increasing due to increased property values. Judd believes city government should be responsive to these increased costs and seeks to safely cut waste so your real tax bill will actually decrease.
